MEAL Staff Capacity Strengthening

SRCF has supported SEND Sierra Leone through MEAL staff capacity strengthening. The intervention was designed to strengthen the practical ability of MEAL personnel to manage digital data collection, data management, analysis, visualization, reporting and evidence use.

The capacity-building approach emphasized practical application rather than lecture-only delivery. Participants were supported to work with tools and workflows relevant to their own responsibilities, helping bridge the gap between technical knowledge and routine MEAL implementation.

Key competency areas included digital data collection and management, KoboToolbox, CommCare, SPSS, Power BI, data quality assurance, monitoring systems, data analysis and visualization. The intervention strengthened staff ability to manage the evidence cycle from data capture through analysis and presentation.

SRCF provided MEAL accompaniment and capacity strengthening to Trócaire’s consortium partners under the YOUTHLEAD project, working with MEAL and programme staff to strengthen the application of MEAL principles within routine programme management.

The consultancy covered MEAL system assessment, improvement planning, coaching and mentorship, technical support, peer learning, reflection and documentation. The technical areas included MEAL planning, indicator alignment, data verification and quality assurance, reporting, indicator performance tracking, data cleaning and validation, basic analysis and accountability mechanisms.

A particularly important feature of this engagement was the use of a learning-by-doing model. Partner staff were supported to apply MEAL techniques to real programme processes, while the consultancy emphasized participation, practical application, tailoring, triangulation and sustainability.

The assignment was completed through a structured sequence of inception, assessment, coaching, technical follow-up, peer learning, monitoring and final documentation. The final consultancy record confirms completion of the major deliverables, including assessments, improvement plans, coaching records, technical support, learning documentation and final reporting.
